The PA-504 CoC has reviewed, scored, and ranked all new and renewal projects submitted in the local competition for the HUD FY24 Continuum of Care Grant Program. Non-conflicted members of the CoC Governing Board voted to approve these results on October 11, 2024. The Board decided not to reallocate any Renewal Projects. The Board accepted four new projects and rejected two others based solely on the limited funding available from HUD. New CoC Bonus projects for Permanent Supportive Housing were prioritized over those for Rapid Re-Housing due to priority needs within the community.

Notice of Funding Opportunity (NOFO)

The U.S. Department of Housing and Urban Development (HUD) has published the Notice of Funding Opportunity for the FY 2024 and FY 2025 Continuum of Care Competition and the Renewal or Replacement of Youth Homeless Demonstration Program grants, authorizing homeless services organizations nationally to apply for more than $3.5 billion in competitive funding to provide supportive services and housing programs for people experiencing homelessness. This 2-year CoC Program NOFO is authorized by the Consolidated Appropriations Act, 2024 and establishes application submission deadlines for each fiscal year.

Your Way Home PA-504 CoC Local Grant Competition Open

The Your Way Home PA-504 Montgomery County CoC (“CoC”) Local FY 2024-25 Continuum of Care Grant Competition is now open. Please read below for details.

New Project Applications

The CoC is inviting eligible organizations to submit new project applications for the FY 2024 Grant Competition as follows.

Eligible Applicants: 

Eligible project applicants for the CoC Program Competition are found at 24 CFR 578.15 and in the Act and include nonprofit organizations, states, local governments, instrumentalities of state and local governments, Indian Tribes and TDHE [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)]. Public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. For-profit entities are ineligible to apply for grants and are prohibited from being subrecipients of CoC Program grant funds. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at 24 CFR 5.109, and subject to the protections and requirements of 42U.S.C. § 2000bb et seq. HUD will not, in the selection of recipients, discriminate against an organization based on the organization’s religious character, affiliation, or exercise. HUD does not award grants to individuals, and the CoC will not evaluate applications from ineligible applicants.

·       CoC Bonus: HUD will earmark a fixed amount of potential funding allocated to the CoC for CoC Bonus projects of any eligible project type serving any eligible population. HUD has not yet announced the CoC’s Bonus allocation. Last year, the CoC was eligible for up to $297,547 in CoC Bonus funding and anticipates a similar amount in FY 2024.

HUD has not yet announced the CoC’s Bonus allocation. Last year, the CoC was eligible for up to $425,067 in DV Bonus funding and anticipates a similar amount in FY 2024.

Due to funding restrictions in appropriations, DV Bonus projects must exclusively serve the households of survivors of domestic violence, dating violence, sexual assault, or stalking. 

·       Reallocation: The CoC Governing Board is tasked with reducing or eliminating existing CoC program renewal projects that are underperforming financially or programmatically or no longer meet community needs. The Board reserves the right to fund new project applications by reallocating existing project funds.

·       Transition:  In the FY 2024 CoC Program Competition, renewal project applicants only can request to transition eligible renewal project(s) from their original component(s) to another eligible component. To utilize the transition grant process, you must fully reallocate the renewal project(s) funds that will transition to the new component and you must submit a new project application in e-snaps. Eligible components for new projects in the transition process are PH-PSH, PH-RRH, Joint TH and PH-RRH, SSO-CE, and HMIS. See Section I.B.2.b.(24) (reallocation) and Section I.B.2.b.(30) (transition grant) of the NOFO for additional information and requirements, including notification to the CoC of your organization’s intent to use the transition grant process.

·       Expansion: Renewal project applicants can submit a new project application to expand an existing renewal project that is also being submitted for renewal funding. To request an expansion of an existing renewal project through the new project application process, see Section I.B.2.b.(9) of the NOFO. New Project Application Screens in e-snaps. Note the same renewal project may NOT be part of both a consolidation and an expansion in the same application. If a renewal is submitted for both consolidation and renewal, HUD will treat the application only as an expansion and reject the consolidation.

Submission Deadlines and Application Instructions: 

The CoC’s new project application process has two required components:

1.     New project applicant organizations must complete and submit the PA-504 CoC FY24 Continuum of Care Grant Local Competition Project Supplemental Survey online here https://www.surveymonkey.com/r/PA504CoCFY24 by the submission deadline of Friday, September 6, 2024, at 5:00 PM EST. The CoC reserves the right to reject surveys submitted after the deadline. 

2.     New project applications must be completed and submitted in the HUD e-snaps portal by the submission deadline of Friday, September 6, 2024, at 5:00 PM EST. The CoC reserves the right to reject applications submitted after the deadline. Scoring and Rating Criteria:

A CoC Project Review Team composed of non-conflicted CoC members, with support from the Collaborative Applicant and CoC Consultant, will review, score, and rate all new project applications using the PA-504 CoC FY 2024 Local Competition Scoring Tool. New project applications must first meet all of the Project Threshold requirements to be considered for Project Review Team evaluation. New project applicants are strongly encouraged to read the NOFO, the New Project Application Detailed Instructions, and the Local Competition Scoring Tool before submitting an application in e-snaps to ensure eligibility and maximize their score.

Renewal Project Applications

The CoC is inviting existing CoC grant-funded project organizations to submit renewal project applications for the FY 2024 Grant Competition as follows. For a list of renewal projects, please reference the Grant Inventory Worksheet in the FY24 Competition Materials.

The new 2-Year NOFO has two important parts that affect CoCs and project recipients.

A. The CoC’s collaborative applicant will submit a single consolidated CoC application for FY24/FY25. The CoC consolidated application includes a CoC application and all of a CoC’s individual project applications and will have the competitive scoring elements as in previous years. For FY25, HUD will not require CoC’s to submit another CoC consolidated application. HUD will also not require recipients to submit individual applications for renewal projects conditionally awarded in the FY24 competition.

B. The individual project applications and project selection processes will be like prior year competitions. The same as in previous years, project applicants will submit a single project application per project for a 1-year grant term with 12-months of annual funding. The primary difference is that HUD will use the single 1-year project application for both the FY24 and FY25 new or renewal projects. In other words, FY24 projects that received funding for a 12-month grant will be eligible for an award in using the FY24 application submission for the same project. HUD will not require those recipients to apply for renewal for the FY25 NOFO. HUD will award the FY 2025 project with appropriate funding updates at a future time.

In addition, Cost of Living Adjustments may be made for Conditionally Selected Grants. The Consolidated Appropriations Act, 2024 authorizes HUD to make reasonable cost of living adjustments to renewal amounts to help afford increasing cost of operations due to inflation. HUD will adjust amounts for the supportive services and HMIS Costs budget lines for renewing projects based on the most recent three-year average of changes in State Quarterly Census of Employment and Wages (QCEW) for the category Social Assistance (NAICS 624). Please note that HUD is only authorized to make these adjustments for Renewal projects. Supportive Services and HMIS budgets for all New projects, including Planning, UFA, YHDP Replacement, and YHDP Reallocation, will not be adjusted. 

Note: Renewal Project applicants do not need to adjust their renewal project applications, budgets, or match requirements for COLAs. HUD will make these adjustments when awards are made. However, match amounts will increase upon award to reflect the COLA increases awarded by HUD.

Reallocation:

The CoC Governing Board is tasked with reducing or eliminating existing CoC program renewal projects that are underperforming financially or programmatically or no longer meet community needs. In the FY 2024 Competition, previously awarded DV Bonus projects for PH-RRH may be reallocated to other projects that serve the same population exclusively.
